The Transactions, Code Sets and Identifiers Office facilitates the implementation of the following Health Insurance Portability and Accountability Act adopted standards for the MHS:

• TRANSACTIONS - Electronic exchanges involving the transfer of information between two HIPAA covered entities for specific purposes
  • For example, Table of HIPAA Adopted Transactions Used by MHS 
• CODE SETS - Adopted standards for procedures, diagnoses, drugs, etc.
  • For example,International Classification of Diseases, Tenth Revision (ICD-10)
• IDENTIFIERS - Unique means with which to distinguish employers, providers, etc.
  • For example, National Provider Identifier 

The implementation of new transactions, code sets, and identifiers is important to the MHS and necessary for the enterprise to remain compliant with health care legislation under HIPAA and the Patient Protection and Affordable Care Act.

MHS preparation for and implementation of these standards is facilitated by the HIPAA TCS&I Office, which coordinates activities across DHA stakeholders, Program Offices, and the services (Army, Navy, and Air Force). The HIPAA TCS &I Office also participates in and monitors the development of standards to ensure MHS interests and business processes are accommodated. This effort requires participation in activities or monitoring of a variety of standards development organizations and advisory groups, such as:

• Accredited Standards Committee X12 
• National Council for Prescription Drug Programs 
• Workgroup for Electronic Data Interchange Sub-workgroups
• Health Level Seven International
